Dakota County, MN Public Conduct: Skateboarding Rules (2026)

Section 6.10, Roller-Skating, In-Line Skating, and Skateboarding, permits these activities within Dakota County Park property only in designated areas and lists three unlawful acts. Skaters and skateboarders may not operate outside designated bikeways, roadways, or trails, and where they do use those paths, they must stay as close to the right-hand side as conditions permit, mirroring the rule for bicycles in the adjacent Section 6.8. The second prohibition bars operating skates or a skateboard in a manner that creates a nuisance or endangers the safety or property of any park visitor, park employee, or the skater themselves.

The third bars speeds faster than is reasonable and safe with regard to the safety of the operator and other people in the immediate area, the same reasonable-and-safe standard the ordinance applies to bicycles, horses, cross-country skis, and snowmobiles elsewhere in Chapter 6. Unlike the bicycling section, Section 6.10 does not reference Minn. Stat. ch. 169 or a separate parking clause; free-standing devices such as skateboards, longboards, hoverboards, and stand-up scooters that are electrically powered fall instead under the Motorized Recreational Vehicles rules in Section 7.4, with its 15 mph cap.

Because this is a park-specific ordinance under Chapter 6, Recreational Activities, it governs skateboarding and skating on county park property; it does not regulate skateboarding on city sidewalks, streets, or downtown business districts, which is a matter for the individual city that has jurisdiction there.
