§ 10-21.11. Driving Bicycle on Sidewalk Prohibited. a. Helmets Required for Roller Skates, Skateboards, Scooters and Razor Scooters. a. No person shall operate any roller skates, skateboard, scooter or razor scooter on any property open to the public or used by the public for roller skating, skateboarding or riding a scooter or in any public park, playground or recreational area unless that person is wearing a properly fitted and fastened helmet which meets the standards of the American National Standards Institute (ANSI Z90 4 bicycle helmet standard) ... or other such standard, as appropriate. b. A person who violates the provisions of paragraph a. above by failing to wear an approved helmet shall be warned of the violation by the enforcing official and directed to leave the public property. Any person who violates the provision of this section after having been warned may be fined a maximum of twenty-five ($25.00) dollars for the first offense and a maximum of one hundred ($100.00) dollars for a subsequent offense.
