Jackson, NJ Public Conduct: Skateboarding Rules (2026)

Article III of Chapter 304 of the Jackson Township, New Jersey Code, adopted in 2005 by Ordinance No. 24-05, sets rules for the Township's skateboard/in-line skating facility. Section 304-32 states its purpose: establishing rules, regulations and scheduling for the facility. Section 304-33 makes it unlawful to use the facility without wearing proper safety equipment, specifically personal helmets, elbow pads and kneepads; the rule does not carve out an adult exception, so the equipment requirement applies to every user regardless of age. Section 304-34 puts use of the facility on a schedule set by the Recreation Director rather than leaving it open on demand.

Section 304-35 lists what is barred inside the fenced-in area: bicycles, razor boards, and motorized or nonmotorized scooters must all stay outside the fence, with bicycles used for transportation required to be parked in a designated area outside the skating space, and the section separately bans loitering at the facility. Section 304-36 requires the Recreation Director to post signs outside the fenced area stating the facility's rules, regulations and schedule so users can see the requirements before entering. Because Article III sits within the same Chapter 304 that governs the Township's broader park and recreation system, its enforcement is layered on top of the general Chapter 304 conduct rules for parks, though § 304-37 sets its own dedicated penalty rather than relying on the Article I general penalty in § 304-8.
