Section 16-16.6 sits in Traffic Code Article 16, titled 'Operation of Bicycles, Play Vehicles, Carts, Motorcycles, Motorscooters, and Mopeds,' which groups skateboards with roller skates and coasters as 'play vehicles' rather than regulating them as bicycles. The roadway ban applies countywide with no business-district limitation: riding a skateboard, coaster or roller skates on any roadway is unlawful regardless of where on Kaua'i that roadway sits. The sidewalk half of the ban is narrower and applies only to sidewalks inside a business district, so a residential-area sidewalk is not covered by this particular Section. The Article's neighboring bicycle provision, § 16-16.4, uses the identical business-district limitation for bicycles on sidewalks, showing the County drew the same line for wheeled recreational devices and bicycles alike. Kaua'i Police Department officers enforce the Traffic Code chapter-wide, and nothing in § 16-16.6 requires a helmet, registration or permit; it is a flat use restriction tied to location, not a licensing scheme.
