La Mesa, CA Public Conduct: Skateboarding Rules (2026)

Section 10.21.010 makes it unlawful to ride roller skates, a coaster, skateboard, toy vehicle, or similar device on any sidewalk in a business district or on any city roadway, and bars riding on any other sidewalk in a way that interferes with pedestrians. Riding on public property is restricted to areas the city designates for the activity, and riding on private property requires the owner's written permission. Section 10.21.020 separately bans building, using, or placing a ramp, jump platform, or rail on public property for skateboard or roller-skate use.

Section 10.21.040 through Section 10.21.100 set up the designated skate park at La Mesita Park, whose hours are set by the city manager or designee under Section 10.21.060. Section 10.21.070 requires the park's rules to be posted, including that skating is at your own risk, the park is limited to skateboards and in-line skates, hours run dawn to dusk, wet-surface skating is barred, helmets, kneepads, and elbow pads are required, and violators face ejection or citation; the posted rules also bar glass bottles, smoking, alcohol, drugs, fighting, spectators, outside equipment, food or drink, and unauthorized events.

Section 10.21.080 designates stunt, trick, or luge skateboarding by riders fourteen and older as a hazardous recreational activity under Health and Safety Code Section 115800, giving the city qualified immunity from injury claims, and Section 10.21.100 requires the Public Works Parks Maintenance Division to log skate park injuries and claims.
