69, enacted by Ordinance 98-11, treats skateboards, roller blades, roller skates, coasters and similar non-motorized wheeled devices as a single category. 020 bans riding them on posted private property open to the public in an office-professional zone or a C-1, C-2 or C-3 commercial zone, or in a posted mobile home park, and the ban extends to any public sidewalk built within or immediately next to that posted property. 030 applies the same posted-property ban to public school grounds within the city, again reaching adjacent sidewalks.

040 goes further and bans riding on any public property with posted signs plus five specific zones regardless of signage: the entire Central Business District (bounded by North/South Santa Fe Avenue, Jefferson Avenue/Vista Village Drive, East Vista Way/Main Street, Palm Drive and South Citrus Avenue, including both sides of every internal and boundary street), Vista City Hall and its lot, the Vista Branch Library at 700 Eucalyptus Avenue, Wildwood Public Park, and any public drainage facility, culvert, ditch, channel, tennis court or basketball court. 050 requires every rider to yield the right-of-way to pedestrians and not obstruct vehicular traffic on any public right-of-way.

4, Snell, or ASTM F-1447 protective headgear mandatory on any public sidewalk, street, or public property where riding is otherwise permitted, and makes a parent or guardian responsible for a rider under 18. 040, separately criminalizes intentionally obstructing pedestrian or vehicular traffic in any public place, including by skateboard or roller-skate.
