020 defines "roller device" broadly: roller skates, roller blades, skateboards, coasters, toy vehicles, or any similar device that propels a person. Subsection (b) draws the hard line: no one may use a roller device on any public street, parking lot, parking structure, sidewalk, or walkway located in any business district in San Marcos, full stop, with no interference or intent requirement. Outside a business district, subsection (c) still makes it unlawful to use a roller device on those same surfaces if doing so interferes with the lawful use of the area by motor vehicles or pedestrians, so residential-street skateboarding is not automatically illegal, but riding into traffic lanes or blocking a sidewalk is.

Subsection (d) extends the prohibition to private property that is open to the public for commercial purposes, but only if the property owner has posted signage saying roller-device use is prohibited there under this section; without that posted notice, the private-commercial carve-out does not apply. Subsection (e) separately bars roller devices inside any drainage channel, ditch, culvert, or storm-water control system, whether that channel sits in the public right-of-way or on posted private property, closing off the concrete flood channels and storm basins that are otherwise tempting skate terrain.

The ordinance dates to Ordinance No. 93-950 from 1993 and was carried forward unchanged in substance by the 2024 code recodification, Ordinance No. 2024-1544. There is no permit or variance process built into this section: the business-district ban applies uniformly citywide with no case-by-case exception for merchants or event organizers.
