Oceanside, CA Public Conduct: Skateboarding Rules (2026)

Sec. 4(a) makes it unlawful to ride roller skates, or go by scooter, coaster, skateboard, toy vehicle or similar device, on any roadway, the Municipal Pier or its ramps, any sidewalk fronting a commercial establishment citywide, any sidewalk in the Harbor District, a mapped downtown beach-area zone, any public parking lot in the city proper or Harbor District, and the Oceanside Civic Center complex bounded by Civic Center Drive, Pier View Way, Nevada Street and Coast Highway. The mapped exclusion zone in subsection (d) runs from the west side of Pacific Street on the east, Wisconsin Street (with sidewalks) on the south, the Pacific Ocean on the west, and Breakwater Way on the north, excluding its sidewalks.

Subsection (b) separately bars riding any of these devices on a sidewalk in a way that interferes with pedestrians. Subsection (c) exempts motorized wheelchairs used by people with disabilities, bicycles ridden on a roadway, and roller skating on The Strand from south of the Pier Amphitheater to Breakwater Way and on the bandshell floor, though roller skating on the bandshell stage itself stays prohibited; the city engineer can post signs or pavement markings to open or close specific roadway segments to skating. Subsection (e) lets the special events committee waive the ban for an approved special event under Chapter 30A. "Roller skates" is defined in subsection (f) to include in-line skates.
