Sec. 25-392 sits in the Pedestrians article of Chapter 25, Movement and Traffic. It first bars "playing" on any highway or street other than on its sidewalks, then separately bars using "roller skates, toys or other devices on wheels or runners" on a street or highway where play is prohibited, an exception carved out only for bicycles and motorcycles. Because the text sweeps in "other devices on wheels" generally rather than naming specific equipment, a skateboard falls within its scope even though the section predates the word's common use.

The city manager may designate specific street or highway areas where play, including use of roller skates or similar wheeled devices, is permitted; on any two-lane street so designated, users must keep to the extreme left edge of the left-hand lane so they face oncoming traffic. The same section separately bars anyone riding a bicycle, roller skates, or other wheeled or runner device from attaching themselves or the device to a moving vehicle on a roadway. The code text does not single out skateboards by name, and it does not carve out business districts or downtown areas for a stricter or separate rule; the general street-play restriction is what governs wheeled recreational devices citywide.
