The ordinance exempts three groups: wheelchairs, scooters, or other devices assisting a person with a physical disability; law enforcement officers performing their duties; and anyone riding on a 'shared use path', a paved route at least 8 feet wide, physically separated from traffic, and identified in the city's Bicycle Transportation Plan, which may be used by pedestrians, skaters, wheelchair users and joggers. In Legacy Town Center the ban only reaches sidewalks adjacent to commercial businesses, not the whole district. The rule was first adopted in 1993 and most recently amended by Ordinance No. 2016-8-15.
