San Antonio, TX Public Conduct: Skateboarding Rules (2026)

Sec. 22-26 of the Code of Ordinances makes it unlawful to drive, ride or use bicycles, skates, skateboards, or rollerblades in any city park except in three situations: on trails the director of parks and recreation, or, downtown, the director of the downtown operations department, has approved for that use, on park roads, or on designated park equipment. The only built-in exception is for a child riding a tricycle or a bicycle with training wheels under immediate adult supervision, which the ordinance treats as an affirmative defense rather than a blanket carve-out.

A companion rule in Sec. 1 lets the parks director classify individual trails by use, splitting them into nature trails, pedestrian trails, bicycle trails and multi-use trails; skateboards and rollerblades are barred from nature and pedestrian trails outright, and on a designated bicycle trail even walking or jogging is prohibited. Multi-use trails are the only designation where skaters share space with walkers and joggers, and bicycles and skaters must yield the right-of-way there. Riding on a trail outside its posted classification, or entering an unmarked natural area not designated for public access, is its own separate violation under Sec.

1(c)-(d). Both sections apply citywide to every park owned or operated by the city, including the downtown parks the downtown operations department administers, and park police have authority to issue citations for both.
