Sec. 29-51 sits in Chapter 29's street-numbering article and regulates anyone who paints house or street numbers on curbs or driveway approaches for pay. Subsection (a) makes it unlawful to own, operate or work as an employee of such a business without a license issued by the city. Subsection (b) sets the licensing mechanics: the application goes to the department of building inspections with the applicant's name, address and business phone; the initial license fee is twenty-five dollars; a license runs for one year; renewal costs twelve dollars and fifty cents annually; and the license cannot be assigned or transferred to someone else.

Subsection (c) then locks in the physical specifications for the numbers themselves: they must be black on a white rectangular background or white on black, durable and waterproof, a minimum of three inches tall on curbs, with the background at least one inch taller than the digits and extending at least one and a half inches beyond them on each end, one inch of spacing between digits, and a rectangular background no longer than twenty inches. Numbers on curbs must sit within two feet of the driveway at its nearest point, or be centered on the lot if there's no front driveway.

The section also codifies the city's underlying numbering grid, using Commerce Street and the San Antonio River as the north/south and east/west base lines, with odd numbers on the north and west sides of streets and even numbers on the south and east.
