San Leandro, CA Public Conduct: Skateboarding Rules (2026)

Section 6-1-265(a) prohibits riding a skateboard, rollerskate, coaster, toy vehicle, or similar device on any highway, sidewalk, roadway, or parking lot or structure located in a business district, as well as on Civic Center, Library, and Marina Community Center property specifically. Subsection (b) adds three more categorical bans that apply citywide regardless of business district: riding in a manner that damages, defaces, or scratches public property; riding in any park where signs are posted prohibiting skateboarding; and riding on public tennis courts, basketball courts, or baseball fields.

The section sits within Chapter 6-1's traffic control article and does not set its own fine, so enforcement falls to the Police Department under the Code's general penalty scheme in § 1-12-200: unless a violation is expressly labeled an infraction, it is prosecuted as a misdemeanor punishable by up to a $1,000 fine or six months in County Jail, or the City may instead charge it as an infraction carrying a smaller fine for a first offense. The rule leaves room for skateboarding on residential sidewalks and streets outside business districts, and in parks that have not posted a prohibition, since the ban is defined by location rather than a blanket citywide prohibition on the activity itself.
