36, Toy Vehicles, cover skateboards together. 010 is the broadest: no person on rollerskates, a skateboard, or riding a coaster or motorized toy vehicle may go upon any roadway anywhere in the City, not just downtown. 020 layers on a business-district-specific ban that reaches beyond the roadway: no person may skate with rollerskates or a skateboard, or propel a coaster-brake or motorized wagon or toy vehicle, upon or along any street, sidewalk, or other public place, or in any place open to the public, within a business district.

Read together, the two sections mean a skateboarder cannot use downtown Livermore's streets or sidewalks at all, while outside business districts the roadway ban still applies but sidewalks are not separately restricted by this chapter. 030 addresses a different setting entirely, a dedicated skateboard facility, and imposes a safety-gear mandate rather than a ban: anyone riding a skateboard at a skateboard facility must wear a helmet, elbow pads, and knee pads, all three, not just one. The chapter traces to Ordinance 1304, adopted in 1989, with the business-district section amended by Ordinance 1599 in 2000, the same ordinance that added the skate-facility gear requirement.
