Shelby, MI Public Conduct: Skateboarding Rules (2026)

Village Code Chapter 112 covers bicycles, skateboards and roller blades, defining a skateboard as a device with four or more wheels propelled by human power and a bicycle as one having one, two or three wheels. Section 112-2, most recently amended March 23, 2026 by Ordinance No. 06-26, sets the operating rules: no one may operate a bicycle, skateboard, roller blades, scooter or similar device on the public sidewalks adjacent to North Michigan Avenue between Second Street and Fourth Street, or in Getty Park, at any time.

On every other village sidewalk, riders of these devices must yield the right-of-way to pedestrians at all times, not just when a conflict arises. Section 112-3 places responsibility on parents and guardians: no adult may permit a child or ward under 16 to violate the chapter. Enforcement runs through Section 112-4: an adult who violates any provision is responsible for a civil infraction, while a minor is instead handled under Michigan Juvenile Court law and procedure rather than the adult civil-infraction track. Because the chapter defines skateboards, bicycles and roller blades together and folds scooters into the operative section, the same yield-to-pedestrians duty and the same downtown/park riding ban apply across all of these wheeled devices, not just skateboards specifically.
