(1)It is unlawful within the city for any person upon a skateboard:(a)To go upon any street or highway in the city except while crossing a street on a crosswalk...(b)To go upon any property, whether publicly or privately owned, within the area bounded by the east bank of the Arkansas River from the point where the river flows under the Central Avenue Bridge to the point where the river flows under the Kellogg Street Bridge...(2)Violation of any of the provisions of this section is a misdemeanor and shall be punished by a fine of not more than five hundred dollars.
