Any licensee under this division having notice or knowledge that his licensed premises contain bed bugs, roaches, rats, mice or other vermin, shall report such fact to the health officer within 48 hours. Such licensee shall cause such bed bugs, roaches, rats, mice or other vermin, as the case may be, to be exterminated by fumigation or other effective means approved by the health officer within five days from the date upon which the licensee first had notice or knowledge of their existence upon the licensed premises, and, upon his failure to do so, such license may be immediately revoked.
