Oak Park, IL Public Health Rules: Bed-Bug Rules (2026)

Village Code Section 12-6-10(D), part of the Residential Tenant and Landlord Ordinance in Chapter 12, Article 6, imposes a direct landlord obligation to maintain rental premises free from bed bugs. Environmental Protection Agency federal pamphlet on bed bug prevention, detection and control. 2 requires the landlord to hire a licensed pest management professional and keep treating until no bed bugs can be found and verified, and to keep a written record of the pest control measures, including reports and receipts, for three years, open to inspection by Village health and buildings staff.

3 extends the same professional-treatment and three-year recordkeeping duty to the whole building or affected portion. 4 sets a firm deadline: the landlord must provide pest control services within ten (10) days after a bed bug is found or reasonably suspected anywhere on the premises, or after a tenant gives written notice of a suspected infestation. 5 requires the treatment pattern to include inspection and, if necessary, treatment of the units on either side of the affected unit and the units directly above and below it, continuing until no further infestation is detected.

6 places a reciprocal duty on the tenant to notify the landlord in writing within forty-eight (48) hours of noticing bed bugs. 7 lets the tenant terminate the rental agreement and, in a successful civil action, recover one month's rent or actual damages, whichever is greater, plus reasonable attorney's fees.
