020 as an event the public enters by paying an admission charge, such as a show, circus, exhibition, carnival or vaudeville performance. 030 requires anyone who wants to run such an event to apply to the common council at least sixty days before the event and to file, among other things, a description of any concession or alcohol service planned for the site. 040(D), the food-handler provision, then applies specifically to any person employed in such an event for the purpose of preparing, handling or selling food or drink: that person must obtain a health certificate as required by state statute, and a copy of it has to be submitted to the city before the event begins.

Because the certificate requirement is tied to state law rather than spelling out its own separate city health-inspection standard, Sun Prairie is relying on the Wisconsin food-safety certification framework rather than running its own certification program. The same chapter requires the event organizer to carry public liability insurance in an amount set by the city administrator, and every application, whether or not it involves food, is circulated to the city clerk, chief of police, planning director, parks director, building inspector, fire chief, EMS director and city attorney for comment before the council rules on it.
