Blue Hill, NE Public Health Rules: Rodent Control (2026)

The rodent-related provisions are scattered across Blue Hill's twenty-item nuisance list in § 3-401(C) rather than gathered in one dedicated rule. Item 3 targets privies, vaults, cesspools, dumps, or pits that aren't securely protected from flies, rats, or other insects and rodents, or that are foul or malodorous. Item 6 separately bars animal manure kept in any quantity that isn't securely protected from flies and the elements. Item 10 reaches accumulated trash, packing material, scrap metal, and old automobile parts when those materials create a condition in which flies or rats may breed, in addition to being a fire danger or an eyesore.

Item 16 then serves as a catch-all: "any condition which allows the perpetuating of insects and rodents" is a nuisance regardless of which specific item it might otherwise fit. All four routes feed into the same enforcement machinery: the City Council-appointed nuisance officer documents the condition under § 3-402, the Council confirms it, and the owner gets notice with a five-day window to request a hearing under § 3-403, with the hearing set within 15 days and Council findings due within 14 days after that. The chapter's reach extends one mile beyond the corporate limits under § 3-415.
