Hutto, TX Public Health Rules: Rodent Control (2026)

Hutto Code of Ordinances § 24.03.004(a)(1) requires that "there shall be for each residential household one (1) or more portable containers, which shall be made of galvanized metal or plastic with handles on the sides and securely fitting lids which shall be rodentproof and flyproof," kept clean and free of buildup that would "attract or promote the breeding of mosquitoes or other insects," with a capacity of not less than 20 gallons and not more than 32 gallons. Section 12.03.001 backs this with a broader duty on every property owner or occupant to keep land "free from stagnant water, weeds, tall grass, rubbish, garbage, brush, trash, carrion or any other objectionable, unsafe, unsightly or unsanitary matter," and to avoid conditions "liable to produce disease." If a property owner ignores a notice of violation issued under § 12.03.002, the city can perform the abatement work itself under § 12.03.003 and place a lien on the property for the cost, plus 10% annual interest, second only to tax liens.

Section 12.03.007 lets the city immediately abate weeds over 48 inches tall that pose an immediate danger, without waiting for the standard notice period. Under § 12.03.008, a second violation of the same kind within a year lets the city correct it at the owner's expense without further notice at all.
