Laguna Niguel, CA Public Health Rules: Rodent Control (2026)

Municipal Code § 11-14-11(b)(9), the Infestation clause of the city's nuisance code, applies to every building and structure in Laguna Niguel, not just derelict property. It requires that structures be kept free from insect and rodent infestation, and where insects or rodents are found the owner or occupant must promptly fumigate to exterminate or otherwise eliminate the infestation using processes that will not injure human health, then take precautions afterward to prevent reinfestation. The section closes with a direct enforcement hook: failure or refusal to comply with any part of the subsection is itself declared a public nuisance, which lets the city move straight to the nuisance-abatement machinery in Article 3 rather than prove a separate harm.

The definitions in § 11-14-2 tie the rule to specific pests, defining non-domesticated rodent to include rats, mice and ground squirrels, and attractant to include garbage, pet food, feed and grain, materials the same division separately bars from being left out or fed to wildlife under § 11-14-11(b)(3)(d) because they draw the infestations this section targets. Once the director of community development identifies an infestation, § 11-14-104 requires a written determination with the address, condition, code section, required correction and compliance deadline, appealable within ten calendar days under § 11-14-106.

As with every Division 14 nuisance, § 11-14-200 makes a violation a misdemeanor carrying up to a $1,000 fine or six months in county jail, with each day of continued infestation a separate offense.
