Laguna Niguel Municipal Code Section 10-1-94 makes it unlawful to keep any wild, exotic, dangerous, or nondomestic animal without first obtaining an Unusual Animal License from the animal services director under Section 10-2-400. Keeping such animals must also conform to city zoning, and California restricted-species law applies on top.
Laguna Niguel restricts exotic and wild animals through Title 10. Section 10-1-94 provides that 'no person shall have, keep or maintain any wild, exotic, dangerous or nondomestic animal' without first receiving an Unusual Animal License from the director, who determines which animals are covered; keeping them must also conform to city zoning. The pathway is in Division 2, Article 2: Section 10-2-400 establishes the additional or unusual animal license. Under Section 10-2-402 the director may grant it only if the animal is not a menace and there are no complaints, after an inspection (Section 10-2-403). Each animal is individually licensed, non-transferable, and renewed annually (Section 10-2-404). California's restricted-species law (Fish and Game Code Section 2118) also applies.
Keeping a wild, exotic, dangerous, or nondomestic animal without an Unusual Animal License violates Section 10-1-94, a Title 10 violation enforceable by administrative citation and impoundment. A license may be denied or revoked (Sections 10-2-303, 10-2-306).
