Laguna Niguel, CA Parking Rules: Street Parking Limits (2026)

Section 7-4-603(b) makes it unlawful to park or stop a vehicle for longer than 72 consecutive hours on or within any public parking facility, highway or street; a vehicle is treated as still parked unless, within any 72-hour window, it has moved at least 100 feet from its prior spot or its odometer shows at least a tenth of a mile of travel, closing the loophole of nudging a car a few feet to restart the clock. Subsection (d) separately bars parking in any designated no-parking or no-stopping zone, or a time-specific no-parking zone, once signs or markings give notice of the restriction; the traffic engineer, under Section 7-4-601, can post these zones administratively at bus stops, loading zones, school zones, crosswalks, intersections, driveways, narrow streets under 30 feet wide, and temporary construction zones without needing a separate council ordinance.

Subsection (i) lets the city council impose neighborhood-specific time limits by posted sign, and the code names one example directly: a two-hour parking limit on eastbound Hidden Hills Road in front of Juaneño Park, running from 7:00 a.m. to 10:00 p.m. every day. Vehicles left unattended for more than 72 hours, or parked in an unposted no-parking zone, are subject to removal under Section 7-4-604 once the 24-hour notice or emergency conditions required by that section are met, and the city council can designate any qualifying no-parking area a tow-away zone under Section 7-4-605.
