Because these are curb-specific designations tied to signage, a delivery truck or rideshare vehicle stopped in an unmarked area along a commercial street is not subject to the five- or 20-minute limits unless that specific curb has been signed as a loading zone.

The distinction between the two time limits, five minutes for people and 20 minutes for freight, reflects the different practical needs of picking up a passenger versus unloading a delivery van, and both limits run from the moment the vehicle stops rather than from any ticketing or warning event.
