The Laguna Niguel Municipal Code contains no stand-alone ordinance reserving parking for electric-vehicle charging, and no LNMC section sets a local EV fine. The applicable rule is state law: California Vehicle Code 22511 provides that a space designated and posted for charging electric vehicles may be used only by an electric vehicle connected for charging; a non-EV, or an EV not actively charging, in a properly signed and marked space is subject to citation and removal. The station or property owner must post required signs and markings for the restriction to be enforceable. New chargers are permitted under the building and CALGreen codes the city adopts. On private property, EV-space rules are set by the owner.
Parking a non-electric vehicle, or an EV not connected for charging, in a properly posted EV space violates California Vehicle Code 22511 and can bring citation and towing. On private or HOA lots, removal follows CVC 22658.
