Laguna Niguel, CA Parking Rules: EV Charging (2026)

Section 9-1-67(a) routes every EV charging station application through the permit process in Title 8, Division 1, Article 12 of the code. Once installed, subsection (b) lets each EV charging space count as one space toward the minimum parking required under Sections 9-1-63 and 9-1-65, but only if the space clears seven design standards. Each space needs a posted sign plus a painted curb or ground marking flagging it as EV-only, and the charging equipment cannot block any ADA-compliant sidewalk, entrance, curb-cut, or ramp. Nighttime lighting must fall between two and three footcandles, matching the height and shielding rules in Sections 9-1-45.14(2) and (4).

The charging station itself is capped at eight feet tall and four feet wide, and every cable and conduit must run underground; above-ground wiring is banned outright. The equipment can't carry commercial signage, animated screens, or other advertising displays. On the aesthetic side, stations must be positioned so they aren't visibly obtrusive from any public street or sidewalk, and ground equipment generally has to sit inside a solid wall enclosure that's painted to match nearby buildings, though small equipment under 20 square feet in footprint and no taller than four feet is exempt from the enclosure requirement. An applicant can propose an alternative to the wall enclosure, but the community development director has to sign off on that substitute screening.
