Laguna Niguel, CA Parking Rules: Preferential Parking Districts (2026)

Section 7-4-607, in Title 7, Article 6, lets the Laguna Niguel City Council set up residential permit parking programs to manage curb parking problems that substantially interfere with the normal and expected use of available public street spaces at regular daily or weekly intervals. Following review by the city traffic commission, the council designates a district's boundaries and parking limitations by resolution, but restrictions take effect only after owners of 67 percent or more of the residential lots abutting the affected on-street spaces sign a petition, which the city clerk verifies against the latest tax assessment roll.

Once established, the director of public works posts signs at district entrances and notifies every homeowners association within the area. Residents and eligible nonresidential users who work in the district may apply for one permanent decal per registered vehicle, and each residential unit receives three mirror-hung guest permits, with additional placards available on request for special occasions. Repair, utility, refuse, delivery, service and government vehicles on business are exempt from the permit requirement. The city council may set application fees by resolution, and a district can be dissolved the same way it was created, either by council resolution on the traffic commission's recommendation or by a new petition signed by owners of 67 percent of the abutting lots.
