Municipal Code § 5-3-43, in Title 5's Article 3 governing taxicab stands, sets the exact physical markings a licensed stand must carry: the entire curb surface is painted white, a six-inch-wide white line boxes in the stand area, and inside that boxed area the street surface must carry the words 'TAXI ONLY' painted in white letters at least 24 inches tall. Before a stand can even be designated, § 5-3-42 requires the applicant to show the issuing officer that the stand's location will not interfere with street or highway use by the public or endanger the traveling public's safety, and that public convenience and necessity justify establishing the stand.

Section 5-3-43(b) places the cost of the curb painting, boxing lines, and lettering entirely on the applicant, both for the initial work and for any later repainting the director of community development decides is necessary, and all of the work must satisfy the director of community development. Because the taxicab stand articles sit inside Title 5's licensing scheme, the general license procedures apply as well: the license is issued and can be denied by the issuing officer under § 5-2-5 for reasons including detriment to public health, morals, or order, and it can be revoked under § 5-2-16 if the stand is not operated in compliance with its application.

A licensee aggrieved by a denial or revocation may appeal to the city council within 30 days of the action under § 5-2-19, with a hearing at which the licensee may call and cross-examine witnesses.
