Laguna Niguel treats cats more lightly than dogs. Under Section 10-1-85, a cat owner 'may' obtain a license certificate and tag upon proof of rabies vaccination and fee payment, and 'the obtaining of such a license shall be optional on the part of the owner,' except as provided in Section 10-1-76. There is no city cat leash or general confinement rule, but Section 10-1-47 requires every owner of a female cat (or dog) in heat to strictly confine it during breeding season. Cat numbers follow Section 10-1-76: up to three over four months without the additional animal license. Public-nuisance rules (Section 10-1-48) apply, and Section 10-1-49 bars cat trespass. Licensing is handled by Mission Viejo Animal Services.
