Laguna Niguel does not permit backyard chickens or other poultry. Section 10-1-7 defines 'Fowl' as 'any male and female chicken, duck, goose, seafowl, peacock, turkey and pheasant,' and 'Crowing fowl' as any rooster. Section 10-1-13 defines 'Livestock' to include domesticated poultry, cattle, goats, swine, sheep, and equines. Read together, the citywide ban covers all chickens and hens, roosters, ducks, geese, and turkeys, with horses under the zoning code the only carve-out. This is stricter than many California cities, reflecting Laguna Niguel's build-out as a master-planned suburb.
Keeping any chicken, hen, rooster, duck, goose, turkey, or other fowl violates Section 10-1-143, a Title 10 violation enforceable by administrative citation under Division 3, and the animals may be impounded. Only horses kept under zoning Section 9-1-35.11 are exempt.
