Laguna Niguel, CA Fire Regulations: Fireworks (2026)

Section 13-1-37 forbids carrying fireworks, firearms, air guns, BB guns, slingshots, bows, or other weapons in a recreation area unless secured in a vehicle's closed trunk or storage compartment, and separately bars discharging fireworks or a weapon into or upon any park or beach, though the park manager may designate specific areas where the activity is allowed. For organized fireworks displays anywhere in the city, § 11-3-29 amends Fire Code Chapter 56, Explosives and Fireworks, which is otherwise adopted in full as amended by the State Fire Marshal.

Section 5608.2 requires that all fireworks displays, regardless of mortar, device, or shell size, be electrically fired, ruling out hand-lit shells. Section 5608.3 requires a permit application that includes a site diagram showing the discharge point, a fallout area calculated at 100 feet per inch of shell size, the location of buildings, roads, and other transportation routes, the lines behind which the audience must be restrained, and nearby trees, telegraph, or telephone lines, all submitted to the Orange County Fire Authority for review. Together these provisions keep casual fireworks entirely out of the city's parks and beaches while channeling any professional display through OCFA's permitting and safety-diagram process rather than leaving discharge to a resident's own backyard.
