On March 24, 2025, CAL FIRE released updated Fire Hazard Severity Zone maps for Laguna Niguel, designating much of the western city, roughly 3,300 property owners, in high and Very High Fire Hazard Severity Zones (VHFHSZ). These hillside and canyon-edge neighborhoods border open space such as Aliso and Wood Canyons near Laguna Beach. Properties in the zones must provide defensible space clearance around buildings, generally 100 feet, and new buildings must use fire-resistive construction under Chapter 7A of the California Building Code. New development adjoining hazardous vegetation must follow OCFA fuel-modification standards (Guideline C-05). The Orange County Fire Authority provides defensible-space inspections, and owners must disclose a property's FHSZ status to buyers at sale.
Owners who fail to maintain defensible space or meet fuel-modification requirements face OCFA/city abatement and code enforcement; the city can clear the hazard and bill the owner.
