Laguna Niguel, CA Landscaping Rules: Water Restrictions (2026)

Laguna Niguel's water efficient landscaping regulations sit in Article 3, Division 5 of Title 6 (Secs. 6-5-40 through 6-5-46), adopted under Ord. No. 2009-156 to satisfy Assembly Bill 1881. The city council found that Laguna Niguel already runs its own reclaimed water infrastructure, meters every water service, and averages only about 12 inches of rain a year, so the ordinance leans on a numeric water budget rather than fixed watering days. Section 6-5-41 triggers the rules for new construction and landscape rehabilitation with a landscaped area of 2,500 square feet or more built by a public agency, developer or property manager, and for owner-installed single-family or multi-family projects at 5,000 square feet or more, whenever the project needs a discretionary permit such as a site development permit, coastal development permit, variance or use permit.

Section 6-5-43(a) caps the estimated applied water use at the maximum applied water allowance (MAWA), figured with an ET adjustment factor of 0.7, except special landscape areas such as recycled-water irrigated zones, edible-plant areas or active-play turf, which may use a factor up to 1.0. Section 6-5-43(b) then extends water-use conformance to every landscaped area in the city, installed before or after January 1, 2010, and hands enforcement, penalties and conservation incentives for water waste to the local water purveyor, or to the purveyor acting jointly with the city.

The city may also delegate administration of the whole program under Section 6-5-44. There is no separate odd-even or day-of-week irrigation schedule written into the municipal code itself.
