Laguna Niguel has no ordinance restricting residential rainwater harvesting. California's Rainwater Capture Act lets owners collect rooftop rain without a water right, and Moulton Niguel Water District offers rebates for rain barrels and cisterns.
No Laguna Niguel Municipal Code section restricts capturing rainwater on private property. Under California's Rainwater Capture Act of 2012 (Public Resources Code Sec. 10574), a landowner may capture rooftop rainwater without an appropriative water right from the State Water Resources Control Board. California Health and Safety Code Sec. 17920.13 and Plumbing Code Chapter 16 allow rooftop catchment for outdoor irrigation and certain non-potable uses; simple rain barrels for outdoor use generally need no plumbing permit, while larger cistern or indoor systems trigger review. Moulton Niguel Water District, the primary provider, offers rebates for rain barrels and cisterns plus smart irrigation controllers. Capturing rain also reduces runoff to storm drains, which the City treats as illegal discharge.
Residential rainwater harvesting is not a violation in Laguna Niguel. Larger cisterns or indoor non-potable systems installed without the required plumbing permit and cross-connection controls could be cited under plumbing code enforcement. Rebates require meeting MNWD program rules.
