Municipal Code § 13-1-15 sits in the parks and recreational areas division, which under § 13-1-2 covers every park, beach and body of park water the city owns, manages or controls, from Laguna Niguel Regional Park to smaller neighborhood facilities. The section itself sets no fixed clock; instead it leaves the opening and closing hours to a resolution the city council adopts and can change, and it bars anyone from entering or remaining in a recreational area outside those hours unless the person holds a valid camping permit.

The manager of parks and recreation and any peace officer with jurisdiction enforce the division under § 13-1-3, and a violation, including being present after hours, subjects the person to eviction from the park and, if the manager decides it is necessary, from other city parks as well. Section 13-1-20 governs the eviction itself: it can run from a minimum of 24 hours up to a full year, the person must be told the reason and given a chance to respond before being evicted, and anyone evicted for more than 24 hours can appeal to the manager, whose decision is final.

Failing to leave after being evicted, or coming back before the eviction period ends, is a misdemeanor under § 13-1-20(e). Because this division does not set its own general fine schedule for a simple after-hours entry, that violation falls back to the citywide default in § 1-1-19, making a first offense an infraction.
