Laguna Niguel, CA Curfew Laws: Juvenile Curfew (2026)

Section 11-6-1 defines curfew hours as 11:00 p.m. any evening until 6:00 a.m. the next day and defines 'minor' as anyone under 18 who is not on active military duty or otherwise emancipated. Section 11-6-2(a) makes it unlawful for a minor to remain in any public place or on the premises of any establishment during those hours, and subsection (b) extends liability to a parent, guardian, or responsible adult who knowingly permits it or fails to exercise sufficient control. Subsection (c) lists eight defenses, including that the minor was accompanied by a parent, guardian, or responsible adult; on a direct errand for a parent or guardian; traveling interstate; going to or from work without a detour; responding to an emergency; on the sidewalk abutting the minor's own residence; attending or traveling to a supervised school, religious, or recreational activity; or exercising First Amendment rights.

Section 11-6-3 lets a law enforcement officer demand a suspected violator's name, address, and a parent's or guardian's information, then issue a warning, transport the minor home, contact the parents, refer the matter to juvenile court, or take the minor into temporary custody under Welfare and Institutions Code Section 625. Section 11-6-5 separately bars a parent or guardian from leaving a minor under 14 unsupervised at home or elsewhere between 11:00 p.m. and 6:00 a.m.
