Fullerton, CA Curfew Laws: Juvenile Curfew (2026)

030 applies that window three ways: it is unlawful for any minor (defined as anyone under 18) to remain in any public place or on the premises of any establishment within the city during curfew hours; it is unlawful for a parent or guardian to knowingly permit, or through insufficient control allow, a minor to remain out during those hours; and it is unlawful for an owner, operator or employee of an establishment to knowingly allow a minor to remain on the premises during curfew hours.

The chapter was adopted by Ordinance 2915 in 1997 in response to the council's stated concern over juvenile gang activity and juvenile crime. 040 lists nine defenses to prosecution: the minor was accompanied by a parent, guardian or responsible adult; on an errand for a parent without detour; traveling in a vehicle on an interstate or intrastate trip; going to or from employment without detour; involved in an emergency; on the sidewalk abutting the minor's own residence while not otherwise violating the law; attending or returning from a city-, civic- or similarly sponsored school, religious or recreational activity supervised by adults; exercising First Amendment rights; or legally emancipated. 040(B) if they promptly notified the Fullerton Police Department that a minor was on the premises and refused to leave after being asked.
