Anaheim Municipal Code Chapter 13.08 governs conduct in the city's public parks, and subsection 13.08.020.190 sets the closing hours: no one may remain, stay, or loiter in a public park between 10:30 p.m. and 5:00 a.m. the following day. The prohibition sits alongside a list of other park-conduct rules in the same section, including bans on unleashed animals, gambling, indecent conduct, unpermitted sales, and unpermitted alcohol possession, all enforced under the same chapter.

Subsection .220 gives the City Attorney discretion to charge a curfew violation, along with violations of the animal, gambling, and vending subsections, as either an infraction or a misdemeanor. Every other violation in Section 13.08.020 is treated as a straight infraction, punishable by the fine schedule set in California Government Code Section 36900. That two-track approach means someone found in a closed park after hours faces a harsher potential outcome than someone who merely disturbs a picnic or plays golf without authorization elsewhere in the same section.

The curfew applies citywide to every parcel maintained as a public park under the chapter, not just specific high-traffic parks, and Anaheim Police Department officers patrol and cite under it directly. The rule traces back to Ordinance 569 from 1932 and has been amended repeatedly since, most recently by Ordinance 6599 in 2024, which updated cross-references to the city's newer sidewalk-vending and smoking rules without loosening the overnight closure itself.
