Laguna Niguel provides curbside organics recycling through franchise hauler CR&R Environmental Services. The Organics Recycling Program began July 1, 2019, co-collecting food scraps and yard waste (grass, leaves, branches) in the green cart, which CR&R processes at its Regional Organics Anaerobic Recovery facility in Perris into renewable natural gas and compost. The program implements California Senate Bill 1383 (2016), which since 2022 requires every resident and business statewide to divert organic waste from landfills and mandates that jurisdictions provide organics collection. SB 1383 also requires businesses and multi-family properties to subscribe to a three-container system. Residents may customize cart sizes and get kitchen food-scrap pails from CR&R. Backyard composting of yard trimmings and vegetable scraps is permitted and encouraged.
Under SB 1383 and CalRecycle regulations (14 CCR Division 7, Chapter 12), jurisdictions must enforce organics diversion; businesses and multi-family properties that fail to subscribe can face compliance notices. Contaminating the green cart can trigger hauler fees.
