Laguna Niguel's tree ordinance governs only trees on public property. Private and HOA trees have no City trimming permit, but pruning of any City-owned or parkway tree needs the Public Works Director's written permission and must follow ANSI A-300 standards.
Under Laguna Niguel Municipal Code Title 11, Division 8, Article 7 (Sec. 11-8-60 to 11-8-64), adopted by Ordinance No. 2024-230 on October 15, 2024, the Public Works Director controls planting, pruning, and removal of trees on public streets, parkways, City parks, and other public property. Sec. 11-8-63 requires pruning of public trees to conform to ANSI A-300 Standards and International Society of Arboriculture Best Management Practices. Sec. 11-8-64 makes it unlawful to top any public tree except where storm damage makes best-practice pruning impractical. The ordinance does not regulate trimming of private-property trees, which are governed by the owner or, in master-planned Laguna Niguel, by HOA CC&Rs.
Pruning, topping, or damaging a public or parkway tree without the Director's written permission is unlawful under LNMC Sec. 11-8-64, with the offender potentially liable for repair or replacement cost. Private-property tree trimming carries no City penalty.
