Short-term rental permit rules in Laguna Niguel, CA — also called Airbnb permits, vacation rental licenses, or STR registration — list the application steps, fees, and operating requirements for hosting.
Laguna Niguel prohibits all short-term rentals (stays under 30 consecutive days) in every residential zoning district. Because STRs are banned, the city issues no STR permit, license, or registration. There is no legal path to operate one.
Ordinance No. 2017-187 (adopted June 6, 2017, Zoning Code Amendment ZCA 16-01) amended LNMC 9-1-32 and 9-1-142 to confirm the existing prohibition of short-term rentals in all residential districts. Table 3.1 of 9-1-32 marks 'Short-term Rental (less than 30 consecutive calendar days)' as an 'X' Prohibited Use across every residential district (RS-1, RS-2, RS-3/RP, RA, RNI, multi-family). Under permissive zoning, any use not expressly allowed is prohibited, and STRs are treated as an incompatible commercial use. Because no STR is allowed, no application or permit exists. Hotels and motels are separately regulated in non-residential zones. There is no verified home-share exception.
Operating a short-term rental in any residential district is a prohibited use and nuisance enforced by Code Compliance. Ordinance 2017-187 required existing STR use to cease by January 1, 2018. Confirm current penalties at 949-362-4300.
