Cities that permit STRs often impose special quiet-hours or house-rules requirements on hosts. Laguna Niguel did not, because short-term rentals are prohibited under LNMC 9-1-32 Table 3.1 and 9-1-142 (Ordinance No. 2017-187, ZCA 16-01) β any rental under 30 consecutive days in a residential district is a Prohibited Use. The recitals to Ordinance 2017-187 cite 'excessive noise,' disorderly conduct, and neighborhood degradation as documented negative impacts of STRs, using those findings to justify the ban rather than to build a noise-management program. The city's general noise regulations still apply to every residence and prohibit excessive or unreasonable noise regardless of occupancy type, but they are not STR-specific and authorize no STR use.
