Laguna Niguel has no short-term rental registration or listing-number program because STRs are banned outright in residential zones. There is nothing to register, and no city process exists to record a lawful STR operation.
Unlike cities that regulate STRs through mandatory registration, Laguna Niguel prohibits them entirely under LNMC 9-1-32 and 9-1-142 (Ordinance No. 2017-187, ZCA 16-01, adopted June 6, 2017). Table 3.1 of 9-1-32 marks short-term rentals as a Prohibited Use in all residential districts. Section 9-1-142 defines a short-term rental as 'the use of any dwelling unit or portion thereof for a period of less than thirty (30) consecutive calendar days in exchange for compensation.' Because the use is not permitted, the city offers no STR registry, renewal, or host identification requirement. Owners seeking to rent legally must offer terms of 30 consecutive days or longer, which fall outside the STR definition.
Registering would not cure the problem, since the underlying use is prohibited. Illegal STR activity is enforced as a zoning violation and nuisance by Code Compliance. Ordinance 2017-187 set a January 1, 2018 cease-and-desist deadline.
