Laguna Niguel imposes no annual night cap on short-term rentals because STRs are banned outright. The effective limit is zero rentable nights under 30 days in any residential zone; there is no permitted-nights allowance.
Some cities cap STRs at a set number of rented nights per year, such as 90 or 120. Laguna Niguel adopted no night cap because it prohibits short-term rentals entirely: LNMC 9-1-32 Table 3.1 and 9-1-142 (Ordinance No. 2017-187, ZCA 16-01) list STRs under 30 consecutive days as a Prohibited Use in all residential districts. There is therefore no maximum-nights formula, no rented-night tracking, and no partial-day counting rule — the permissible number of short-term nights is effectively zero. The only way past 'zero short-term nights' is to rent on terms of 30 consecutive days or more, which is not a short-term rental and is not counted or capped. Because no STR permit exists, no night cap can attach.
Renting for even one night under 30 days in a residential zone is a prohibited use, not a cap overage, enforced by Code Compliance as a zoning violation and nuisance. Ordinance 2017-187 set a 2018 deadline to cease STR use.
