Laguna Niguel offers no primary-residence or owner-occupied short-term rental exception. All STRs under 30 days are prohibited in residential zones, whether the home is a primary residence, second home, or investment property.
Some cities allow STRs only at an owner's primary residence. Laguna Niguel created no such carve-out: LNMC 9-1-32 Table 3.1 and 9-1-142 (Ordinance No. 2017-187, ZCA 16-01) prohibit short-term rentals under 30 consecutive days in every residential district with no distinction for owner-occupancy. The ordinance findings stress that STRs remove long-term housing stock and are an incompatible commercial use, applying the ban to all dwelling units. Separately, California ADU law (Gov. Code 66323) bars renting an accessory dwelling unit for under 30 days statewide, so even an owner on-site cannot run an ADU as an STR. With no primary-residence STR permit, the only lawful residential rental is 30 consecutive days or more.
Operating an STR at any dwelling, including one the owner lives in, is a prohibited use enforced by Code Compliance as a zoning violation and nuisance. Renting an ADU short-term also conflicts with Gov. Code 66323.
