Laguna Niguel Municipal Code Section 10-1-40 makes it unlawful to feed or provide food for wild or vector animals, including coyotes, bobcats, mountain lions, rodents, raccoons, foxes, skunks, opossums, rabbits, or hares. Exceptions apply only to licensed veterinarians, rehabilitators, the Mission Viejo Animal Services Center, or permitted caretakers.
Laguna Niguel directly bans wildlife feeding. Section 10-1-40 (Prohibiting the feeding of wildlife) states that 'no person shall feed or in any manner provide food for wild animals or vector animals including, but not limited to, coyotes, bobcats, mountain lions or rodents,' and further prohibits feeding 'wild raccoons, foxes, skunks, opossums, rodents, rabbits or hares.' The 'but not limited to' language makes the list illustrative, so feeding other wild animals is also covered. This firm rule targets coyote conflicts in a suburb bordering open space. Enforcement is by Mission Viejo Animal Services.
Feeding or providing food for coyotes, bobcats, mountain lions, rodents, raccoons, foxes, skunks, opossums, rabbits, hares, or other wild animals violates Section 10-1-40, a Title 10 violation enforceable by administrative citation, unless the veterinarian, rehabilitator, shelter, or permitted-caretaker exception applies.
