Laguna Niguel Municipal Code Section 10-1-143 prohibits keeping any livestock on any property, except horses regulated under zoning Section 9-1-35.11. Section 10-1-13 defines livestock as poultry, cattle, goats, swine, sheep, and equines. Article 8 also bars letting any livestock or fowl run at large or graze on others' land.
Laguna Niguel largely bans farm livestock as a master-planned suburb. Section 10-1-143 states that 'no person shall keep or maintain any Fowl, or Livestock, except for horses which are regulated pursuant to Section 9-1-35.11, on any property.' Section 10-1-13 defines 'Livestock' as 'any domesticated poultry, cattle, goats, swine, sheep and equines' kept under a person's control. Together these bar cattle, goats, pigs, and sheep citywide, with horses under zoning Section 9-1-35.11 the sole exception. Article 8 reinforces this: Section 10-1-128 makes it unlawful to let any animal (defined in Section 10-1-127 to include livestock and fowl, not cats or dogs) run at large or be on another's land. Animal services may seize and impound offending livestock (Sections 10-1-129 through 10-1-131).
Keeping cattle, goats, swine, or sheep violates Section 10-1-143, enforceable by administrative citation. Letting livestock or fowl run at large or graze on another's land violates Section 10-1-128; animals may be seized under Section 10-1-129 and sold if unclaimed.
