02(d)(2) lists manure and debris among the acts affecting public health that the City Council has expressly declared to be nuisances: keeping or maintaining accumulations of manure, rubbish, debris, or animal or vegetable matter of any kind from which foul smells emanate or which provide, or are likely to provide, a breeding place for vermin, insects, or rodents of any kind. Enforcement follows the chapter's standard abatement procedure. 05, if the condition does not require summary abatement, the responsible department head serves a written Order to Abate identifying the code section violated and giving the property owner a reasonable, stated deadline to correct it.
