Under Texas Health and Safety Code Chapter 728 and Texas Commission on Environmental Quality rules, used syringes and other sharps generated by households or medical facilities must be placed in approved puncture-resistant containers labeled with the biohazard symbol. San Antonio Metro Health and Solid Waste Management instruct residents not to place loose needles in curbside trash, recycling, or organic carts because they injure sanitation workers and contaminate recycling streams. Metro Health partners with pharmacies, hospitals, and community programs to accept sharps for safe disposal, and the city's household hazardous waste drop-off events accept properly contained sharps. Texas does not authorize a syringe service program in Bexar County beyond limited research-based pilots, so harm-reduction distribution is restricted.
