West Hartford, CT Public Health Rules: Syringe Disposal (2026)

Chapter 145, adopted by the Town Council on September 27, 2016, defines REGULATED WASTE at § 145-1 to include contaminated sharps and any liquid, semiliquid or dried material capable of releasing blood or other potentially infectious matter, alongside pathological and microbiological waste. Section 145-6.Q then sets the disposal rule that applies to every salon: barbershops, hairdressers, nail technicians, tanning facilities, and, per the chapter's own SALON definition, tattoo and body-piercing establishments. All regulated waste must go out through medical regulated waste containers and licensed medical waste disposal methods.

Needles and any attached equipment specifically must be placed in sharps containers, and the needle may not be broken before it goes into the container, a rule aimed at preventing the needlesticks that broken needles cause. Before the Director of Health will issue the establishment's operating license, the salon must submit a written regulated-waste disposal plan for the Director's approval, tying the sharps rule into the permitting process set out in § 145-3. The West Hartford-Bloomfield Health District, not the Police Department, administers and inspects for compliance, and the Director of Health can suspend a permit under § 145-9 for any unsanitary condition, including failures in the regulated-waste program.

Because the rule sits inside the salon chapter rather than a freestanding needle-exchange ordinance, West Hartford's code does not separately address harm-reduction or syringe-exchange program siting; the sharps-container and disposal-plan mandate is the town's only codified syringe-handling requirement, and it binds the salon industry specifically rather than households or the public generally.
